Office Engineers for Costing and Bidding
ABOUT THE ROLES
We are looking for a highly organized and detail-oriented Office Engineer to join our growing team. This role plays a vital function in managing all documentation and coordination related to bid events, proposal preparations, and vendor accreditations. He or she must be able to provide spend analysis necessary for strategic procurement tendering and RFQ activities. Collaborate with project engineers and Procurement department for sourcing and vendor accreditation. Monitors RFQ and Standardization of requirements. Participate in technical & financial review of bid documents for estimate and costing. Communicate directly with clients and other stakeholders for bidding process. Conduct market analysis to identify opportunities for business growth. Review contracts, TOR and key project matters. He or she must be able to work independently, be proactive in meeting deadlines, and have a strong command of oral and written skills, documentation and coordination workflows within the construction and engineering industry.
KEY RESPONSIBILITIES
📁 BID EVENTS DOCUMENTATION & TRACKING
- Attend client meetings during bid events when necessary.
- Correspond professionally with clients to clarify bid requirements and timelines.
- Proactively raise queries or concerns on behalf of the company regarding the project scope, submission requirements, or other pre-bid clarifications.
📑 PROPOSAL AND COSTING SUPPORT
- Assist in preparing financial proposals and Bill of Quantities (BOQ).
- Encode and compute costings for materials, labor, and services based on existing price references and supplier quotations.
- Help in drafting and refining technical proposals for submission to clients.
- provide spend analysis necessary for strategic procurement tendering and RFQ activities
- Monitor RFQ and Standardization of requirements.
- Participate in technical & financial review of bid documents for estimate and costing.
- Communicate directly with clients and other stakeholders for bidding process.

✅ VENDOR ACCREDITATION MANAGEMENT
- Monitor and initiate the renewal of accreditations, certifications, and memberships.
- Prepare and compile accreditation requirements for submission to clients and institutions.
- Maintain an organized filing system of all accreditation-related documents and certificates.
QUALIFICATIONS
🎓 Education & Background:
- Bachelor’s Degree in Civil Engineering, Industrial Engineering, or any related course
- Minimum of 2-3 years experience in construction or engineering consulting firms
- Licensed Civil Engineer with PRC ID (not required but an advantage)
- Licensed driver (not required but an advantage)
🛠 Technical Skills:
- Proficient in Microsoft Office (Word, Excel, PowerPoint)
- Familiarity with construction cost estimates and BOQs
- Able to navigate online procurement portals and manage digital document workflows
- Knowledge in proposal writing or technical documentation is a strong advantage
- Experience with construction estimation software (e.g., Primavera, MS Project) is not required but an advantage
- Proficient and well-oriented in Bidding and Procurement processes
